In order to enhance the inherent competitiveness of SMEs, eight measures were proposed to support SMEs' structural reform and strengthening. The three special measures of science and technology achievements, SMEs, "Strengthening digital capabilities of SMEs" and "Strengthening quality standards and brand capabilities of SMEs" help SMEs improve their core competitiveness. Improve professional evaluation of SME titles and strengthen talent support for enterprise reproduction, such as through the institution's implementation of "school-business dualization". By faithfully fulfilling the role of the Beijing, national, and small and medium-sized stock exchanges, direct financial support for excellent SMEs is expanded through the Enterprise Development Fund and the National Science and Technology Achievement Transformation Guidance Fund. At the same time, several measures were introduced to strengthen the use and protection of intellectual property rights and to promote the development of certain industrial clusters of SMEs.
